What you’ll be doing

The responsibilities of this role include but are not limited to:

• To provide support for the site to help maintain and develop a safety first and right first-time quality culture, with particular emphasis on regularly inspecting and auditing the operations to ensure demands do not detract from compliance with safety, security, health and environmental policies.
• Coach key site leaders and visitors in displaying “visible felt leadership” behaviours for others, and by taking personal ownership for safety, to support deployment of cultural a change programme at site level.
• Assist and check that the site accurately records all reported hazards, near misses and incidents and that they are investigated in accordance with company procedure to ensure all such events are known and any learnings are identified and implemented.
• Check and assist the site has an adequate level of emergency preparedness, by ensuring the site has up to date and regularly tested internal and external emergency plans and it has ‘available on demand’ emergency equipment to keep its emergency plans prepared.
• Facilitate local emergency/COMAH site planning and committees and ensure communications are up to date:
Provide leadership and support for ‘human factors’ assessments and monitoring on site. Implement the Human Factors Integration plan
Coordinate the key safety and regulatory compliance actions to ensure compliance as an Upper Tier COMAH facility, including Management of Change
Lead and coordinate COSHH procedures and controls on site.
• Produce monthly Health & Safety reports and provide an annual report for the Board.
• Assist and check that the site maintains adequate safe systems of work by ensuring:
Safety operating procedures and relevant notice boards are up to date and align to routine tasks
Risk assessments and method statements are prepared for routine and non-routine tasks
The permit to work procedure and isolation policy are applied; and
All people carrying out tasks have been trained and are competent to do so
• Ensure contractors working on site are competent and compliant for the work in question, familiar with site rules and capable of carrying out their work in a safe manner.
• To check all activities are carried out in accordance with applicable standards.
• Assist in the preparation for, hosting of and follow up from external regulator or insurance inspector visits, especially Competent Authorities (HSE, EA, local authority etc).
• Assist and check that the site has adequately assessed and is controlling the occupational health risks to its staff with particular attention to the control of substances hazardous to health.
• Assist the site with training and communication of its staff, in particular induction training for new starters, refresher training to existing staff members and the delivery of toolbox talks and other HSE communications.
• Ensure process management compliance with relevant health, safety, and environmental legislation. Complete periodic audits of compliance with procedures for high compliance & risk tasks across the site activities to ensure competency in roles are maintained.
• Scope out the requirements to initiate ISO 14001 & ISO 45001 compliance on site.
• Ensure regular physical site walkarounds across all work locations to hazard spot unsafe conditions and behaviours, as well as recognise positive aspects displayed by the team.
• Manage and drive the H&S Team and EH&S Champions agenda.
• Take a leading role in coordinating the Site Safety Meetings across departments and in the development of workforce engagement through coaching safety representatives.
• Assist the site in the prioritisation and close out of all HSE actions (from all internal and external sources) to manage risks down.
• Perform such other tasks as are consistent with the General Description which may be subject to change from time to time.
• Act in the best interest of RC Treatt at all times.

What we’re looking for

Ideally you will have as mush as possible with regard to essential criteria:
• 5 years plus post qualification experience in medium to high-risk business
• NEBOSH Diploma (or other level 5 relevant qualification)
• Engineering or science degree or equivalent preferred
• A trained ISO9001 auditor (including knowledge of ISO14001 & 45001)
• Proficient in the use of Microsoft Office
• Previous experience of COMAH regulations
• Legal & technical understanding of H&S regulations, able to support the application of key principles for process safety management
• The ability to train and represent at all levels
• Proven experience of coaching all on site to help build an interdependent safety culture and behavioural programmes
• Active Accident Investigation practitioner
• Thorough understanding and application of H&S management systems
• Proficient in hazard identification and evaluation processes, to be able to facilitate HAZIDs and participate in HAZOPs
• Thorough understanding and experience of typical major hazard industry operations specifications and working instructions
• Experience in preparing and evaluating risk assessments and method statements
• Working application of Emergency Response Management and involvement in on-site team
• Experience working with security management systems and understanding internal and external threats
• Experience of working in an operational (e.g., manufacturing, production, maintenance, engineering, distribution) based environment preferably major hazard related for minimum 5 years
